Charlene has over 20 years of health insurance experience including strategic planning and execution, new business development, operations, sales and marketing. Most recently, she was the Chief Marketing Officer and Senior Vice President Commercial Sales at Emblem Health in New York from 2010 to 2015 where she had executive leadership responsibility for the profit and loss of the commercial market segment covering over 3 million lives and over $8 billion in revenue. Prior to EmblemHealth, Charlene was the Vice President and General Manager at Medica Health Plans, Inc., in Minneapolis, Minnesota and provided executive responsibility for the Individual and Family managed healthcare business in four states.
Charlene also has fifteen years’ experience with WellPoint, Inc., where she progressed to the executive position of Vice President and General Manager for the Individual and Family managed healthcare businesses for fourteen Blue Cross Blue Shield states. In this capacity, Charlene had divisional profit and loss responsibility for over $5.4 billion revenue for 2.1 million insured members. Charlene began her professional career as a registered nurse after receiving her Bachelor of Science in Nursing from the University of Texas.
David Jeppesen, Vice Chair
David is currently the Sr. VP Marketing and Sales with Blue Cross of Idaho. He is focused on elevating the Blue Cross of Idaho Brand directly with consumers. He has accountability for all Blue Cross of Idaho marketing and communications, which includes advertising for both the individual market and the group market. He also has accountability for individual and group product development. Finally, he is accountable to ensure that Blue Cross of Idaho implements all requirements of Health Care Reform. David has spent the majority of his career in retail banking, focused on consumer brand and marketing. He started his career at Capital One and most recently worked in London as the chief marketing officer for the UK retail bank at Barclays. David brought his years of consumer brand and marketing experience to health insurance when he joined Blue Cross of Idaho in May 2012. David received his Bachelor of Science Degree in Mathematics from Idaho State University and his Masters of Applied Statistics from the Ohio State University.
Gary Dyer began his career with Blue Cross of Idaho in 1973 and retired as Executive Vice President and Chief Operating Officer in 2007.
In addition to the Blue Cross of Idaho Foundation, Gary serves on the board of trustees for St. Alphonsus Regional Medical Center in Boise and is a board member of the College of Western Idaho Foundation.
Gary has a Bachelor of Science degree from California State University- Northridge and an MBA from Boise State University.
Tim Olson represents clients in state legislative and government relations as well as business development for various business entities.
Before establishing the Pinnacle Business Group, Mr. Olson served as Vice President of governmental affairs and served on Regence's board of directors for two years while he was the executive director of the Northwest Mining Association in Spokane, Washington. He serves on several community and health care advisory boards throughout the state and was a member of the Boise Downtown Rotary and associated with the Idaho Association of Commerce and Industry for over 30 years.
Mr. Olson earned a bachelor’s degree in business administration and a master’s degree in personnel administration from Idaho State University and currently serves on the Idaho State University Foundation Board of Directors.
Dr. Rhonda Robinson Beale
Dr. Rhonda Robinson Beale is a seasoned healthcare executive with over 30 years of experience in health care systems, managed care and quality improvement in behavioral health and medical care. She is the SVP and Chief Medical Officer for Blue Cross of Idaho over the Medical and Quality Management Division responsible for medical and behavioral service management for all market segments. Dr. Robinson Beale has served in the past as the Chief Medical Officer/Physician Executive within several large, national and local health care organizations, such as Optum, a subsidiary within United Health Group, PacifiCare, Cigna, Blue Cross Blue Shield of Michigan and Health Alliance Plan in Michigan. She has been involved with many national organizations as a subject matter expert, National Institute of Mental Health, Institute of Medicine, National Quality Forum, American Psychiatric Association, American Psychological Association, American Society of Addiction Medicine, NCQA and others.
Dr Robinson Beale has served on many national boards, engaged with key committees and workgroups and has been significantly involved in influencing changes in the system. She was on the IOM committee that created “Crossing the Quality Chasm and “To Err is Human.” Dr. Robinson Beale has been involved in influencing local and national legislation particularly around Parity and ACA issues. Her involvements led to her having the opportunity to testify before the Senate’s Health, Education, Labor and Pension Committee (HELP) on the state of behavioral health care.
Dr. Robinson Beale received her medical degree from Wayne State University and her psychiatric training at Detroit Psychiatric Institute. She is a Diplomat to the American Board of Psychiatry and Neurology and when n practice, she was a certified addictionologist through American Society of Addiction Medicine, (ASAM).
